I have a similar problem. There are too much vibrations during the printing, especially when the printer fills inner side of walls. Also extruder do some drumming (the nozzle doesn't touch a model). In my honest opinion: UP! isn't a reprap machine to tinkering. I sold my UM just because I had to set parameters and made a lot of test to get a good print. Wonder if you can change parameters o use different filaments on a HP printer, or a Cubify, Mojo, etc. My experience is that if you use OM fila...

Try to change "base height", although I usually haven't problems with raft. I put it in 2mm.

"I would need general and mechanical characteristics of your ABS filament and if it is safe for food uses (glasses, knife, dish, etc.)"

The answer:
" As the ABS has no certification of the food security, please do not print the models for food use."

I get glossy surface putting the print in acetone air: I have a bucket with acetona at the bottom, put a glass to support the printed part on it avoiding this part touch acetone. The vapours make the job.
Much time in vapour, more glossy surfaces.
